Here is the most current Visa information sent to me from my friend Chris of the Haikou FAO
In 2000,Hainan Province carries out a visa-free policy on 21 countries (South Korea, Japan, Russia, Malaysia, United States, Singapore, Germany, Thailand, United Kingdom, Canada, France, Australia, Indonesia, Sweden, Italy, Netherlands, Spain, Switzerland, Austria, Philippine and New Zealand), traveling groups (at least 5 persons) from the countries above can stay in Hainan with no more than 15 days without applying for visas and the traveling groups should organize by international traveling agencies which are approved by Hainan Province.

This year, the visa-free policy added five new countries which are Finland, Denmark, Norway, Ukraine and Kazakhstan. New changes for visa-free already countries Russia, South Korea and Germany, the traveling groups from the three countries can stay in Hainan with no more than 21 days and the number of persons per group is at least 2.

I hope the information is useful for you!

Best Regards,
I wonder if this is "serious" visa-free? Usually these arrangements exclude Brits, presumably on reciprocal grounds, so I suppose I'm biased.
However, the last version I heard about was visa-free for groups of 5+ coming for not more than 2 weeks, having booked in advance following a specified procedure so they are expected. A far cry from real visa-free... just turn up and get your passport stamped on arrival.
That said, any relaxation process is of course welcome.
